The MapSpeller Small Municipal and County Government enterprise license agreement (ELA) contract extends unlimited amounts of MapSpeller software to government departments, agencies, or entire organizations so they can all produce quality, typo-free maps. Governments in the United States with populations of 100,000 or fewer can take advantage of the Small Municipal and County Government Enterprise License Agreement (ELA) program. Counties, cities, villages, parishes, townships, and boroughs are eligible.

The ELA spans three years and follows a tiered pricing schedule that fits in government budgets. The ELA facilitates:
